It is uncertain whether this working group will be able to maintain its planned activities owing to the lack of funding. In case funding will be ascertained HEUNI will act as a partner of the group also during 2002.
HEUNI acted as one of the local organizers of the Third annual conference of the ESC in 2003 in Helsinki 27-30 August, together with the Scandinavian Research Council for Criminology and the Department of Criminal Law, Procedural Law and General Jurisprudential Studies of the University of Helsinki. After the conference, HEUNI has compiled two publications from the conference, one on the invited plenary presentations (HEUNI Publication Series No. 44), the other on presentations concerning organised crime, drugs and trafficking in human beings (HEUNI Publication Series No. 42), both in 2004.
In the beginning of 2004, HEUNI assisted the society in setting up an ESC web-site (www.esc-eurocrim.org). HEUNI has continued to manage the web-site over the year, but the work is to be handed over to the permanent secretariat of the society, established as of September 1, 2004, by the end of the year.
A HEUNI staff member continued to act as an ESC Board member until the end of August 2004. HEUNI staff members participated in the 2004 conference as presenters of papers, workshop organisers and workshop and session chairs.
A web publication on selected papers from the 2004 conference is being considered.
Preparations for the 2005 Annual Conference (Krakow, August/September 2005) commence during the first part of 2005, with envisaged participation similar to the case in 2004.
A HEUNI staff member continues to serve as Member of the Council and as a referee of the Journal of Scandinavian Studies in Criminology and Crime Prevention. In his capacity as Council Member, he represented the Council in a Nordic Ministries of Justice meeting on the future of the Council (Copenhagen April 2004), making a presentation on the working groups established by the Council. He is also member of the editorial group for the special issue of the Journal, being prepared for dissemination at the Eleventh UN Congress on Crime Prevention and Criminal Justice in Bangkok, April 18-25, 2005.
A few reports (the role of statistics and public opinion in the implementation of international juvenile justice standards by Carolyn Hamilton & Rachel Harvey; health care and drug services in prisons by Morag MacDonald; 7th and 8th United Nations survey on crime trends and operations of criminal justice systems) will be published in 2005 in the HEUNI Publications Series.
In the HEUNI Papers series a couple of shorter texts will be given publicity. Also a couple of booklets in the "Criminal Justice Systems in Europe and North America" series will be given out, although the form of the presentation must be reconsidered.
